We all knew Purple Haze (the only DLC that can't be exported is the Jimi Hendrix one) can't never be exported, since it's illegal to impersonate Jimi Hendrix, and you can't download characters.
As for the others, Activision said that they're gonna keep getting out exportable songs, but don't expect the whole setlist.

EDIT: All the Smash Hits setlist is exportable, or at least all the good songs 8)

I prefer the Guitar Hero's on the PS2 because they had a wide array of songs to choose from. Not like the later ones that were tailored to a specific band.
